No it would just go by the shipping condition if the item falls in that weight range and ignore the shipping price on the item.

How can I remove "Pending" sales?
I had a few people order items but never finish checkout. Now I have 3 items "Pending" in my store logs. Is there a way to clear these without finalizing and charging my member? Just remove those sales...

That is correct. The store doesn't charge anything. It would go though paypal to complete the payment.
